The now 28-year old centre back could possibly be thinking about making one last big career move at this stage, so the probability of him actually joining Chelsea increases.
However, he has many admirers in world football, and Chelsea are not alone in their interest to sign him.
According to Italian publication II Mattino (as translated by Sport Witness), Manchester United, Arsenal, and Tottenham join Chelsea in considering making a move to sign Koulibaly in the summer.
